Jennifer Stevens, International Living’s executive editor, explained in a statement to Travel + Leisure that shifting visa regulations and rising living expenses in longtime favorites Portugal and Spain have prompted retirees to explore alternatives. “Greece now offers what many are seeking—a beautiful, welcoming, and affordable European base with accessible residency options and a lifestyle that feels rich in every sense,” she said, adding that it’s a place “where your money stretches, and your days feel full.”

To build its annual rankings, International Living evaluates countries using a combination of expert observations and data-driven criteria, including visas, cost of living, ease of settling in, and overall lifestyle. Greece rose to the top this year thanks to strong showings in health care, housing, and climate.
Affordable Health Care and Housing
Private medical care in Greece was highlighted as particularly cost-effective. Correspondent Leena Horner noted that her health coverage costs about €250 (roughly $288) per month and has remained consistently reliable. Housing is also accessible, with rental listings for seaside properties typically ranging from €600 to €1,000 per month (approximately $691–$1,151).

Those drawn to warm, dry summers and comparatively gentle winters will find Greece’s climate another compelling reason to settle in the country.
Straightforward Residency Options
Residency programs also played a significant role in Greece’s top ranking. The nation’s well-known Golden Visa program remains one of Europe’s most straightforward paths to long-term residency—and eventually, citizenship.
